My Miami County Reporter
TROY - A Troy child and her mother are being sought by local law enforcement after the mother reportedly left the area with the child as the result of a custody battle.
Eva O. Villamore-Goubeaux, 38, of Troy, and her daughter, Teresa Evelyn Goubeaux, age 4, are being sought by authorities after the little girl was last seen on Nov. 24, 2013 with her non-custodial mother, Eva, who reportedly failed to return Teresa after court-ordered visitation. 
Teresa was born Nov. 13, 2009, is white, 3'2" feet tall, weighs 32 pounds and has black hair and brown eyes. Her mother was born on Oct. 30, 1975 and is Asian with black hair and brown eyes. The mother may be driving a blue/gray 2012 Toyota Prius with the Ohio license plate 30EV, according to local law enforcement.  
While charges have not been pressed,
the Troy Police Department is asking
Eva O. Villamore-Goubeaux (pictured here)
to contact them about her and her 4-year-
-old daughter's whereabouts. The public
is being asked to help as well. 
Dan Tierney, spokesman for the Ohio Attorney General's (AG) Office, told My Miami County in a statement on Thursday, "we can confirm that the father was awarded full custody on Dec. 19, 2013 and that he reported last seeing the girl on Nov. 24, 2013. According (to) information provided to our office, the mother failed to stay within the guidelines of the previous custody agreement, which led to the father receiving full custody." Tierney cautioned, however, that the role of the AG's office in this case "is to assist Troy Police in locating the child, so we do not have the exact specifics on the custody matter."
"The child is not believed to be in any physical danger," Tierney added. "However, law enforcement has the obligation to do everything possible to verify that the child is safe. We have not been able to verify the child's safety because her whereabouts are unknown. We ask that the mother contact Troy Police to confirm that the child is safe and to advise them of her whereabouts."
As of Thursday afternoon, the child is confirmed by the AG's office and Troy Police as still missing. Tierney said, "This case is being thoroughly investigated by Troy Police, the Attorney General's Office and the National Center for Missing and Exploited Children."
The father filed a missing person's report with the Troy Police Department on Monday. "He contacted our office for assistance on Jan. 7, 2014, which is when the case was added to our website," Tierney noted.
According to Capt. Joe Long of the Troy Police Department, authorities did not receive a call that the little girl was missing until Dec. 24. The girl's father, Michael Goubeaux, of Troy, has emergency custody of the child.  Long said he does not "have any clue" why the police were not contacted for a month after the child went missing.
"They are going through a custody, divorce issue," Long explained, noting, "once he (Michael Goubeaux) couldn't find her (Teresa) he got hold of us.  I believe this is ... a custody, divorce issue ... she (Eva Goubeaux) has not been criminally charged with anything."
Long said the mother left the area before Miami County Court officials could serve her with papers informing her that she did not have custody.

Although there are allegations of physical abuse being posted on the Ohio Attorney General's Facebook page, Long said, "I do not have any knowledge of that ... the only thing we have going back to 2010 is a couple civil issues."
Long said the "easiest" thing that the mother can do now is to return to Troy and work the situation out and have the child "returned back to the father, since he has been granted custody."
Long has a message for the mother or anyone who knows her whereabouts: "Please contact us (Troy Police) so we can talk to her and tell her what's going on and see if we can get the child returned back to the dad."
The mother, or anyone with information on Villamore-Goubeaux's whereabouts, is asked to contact the Troy Police Department and ask for Long or Patrolman Hans Hohenstein at (937) 339-7525.  If necessary, those with information can email Long at joe.long@troyohio.gov.

Tierney said Incidents of family abductions can be very traumatizing for the children involved. 
"Our office's primary concern is the safety and wellbeing of the children involved in these situations," he said.
Tierney said in 2012, there were 72 cases of family abductions reported in Ohio and one international-family abduction.

The AG's office provided a definition of family abduction from the National Center for Missing and Exploited Children, stating, "the taking, keeping, or concealing of a child or children by a parent, other family member, or person acting on behalf of the parent or other family member depriving another individual of his or her custody or visitation rights.  Family abductions can occur before or after a court issues custody determination.  Criminal statutes vary across the country both as to the title of the offense and the conduct that is considered unlawful.  Also called parental kidnapping, child abduction, child snatching and custodial interference."
